Bachelor and Single-cycle master degree programmes

The application is filed on-line on the eVŠ web portal: portal.evs.gov.si/prijava/?locale=en. Candidates can apply with the digital certificate or without the digital certificate (with the user’s name and password).   

  • Between 6 February and 3 March 2017 for citizens of the Republic of Slovenia and citizens of European Union Member States

Candidates applying without the digital certificate (with the user’s name and password) have to submit the filled in application form on-line, then print the filled in application form, sign it by hand and send it by registered mail to the respective higher education application-information service by 8 March 2017.

  • Between 6 February and 20 April 2017 for foreign citizens from countries that are not European Union Member States and for Slovenians without Slovenian citizenship

Candidate applying without the digital certificate (with the user’s name and password) have to submit the filled in application form on-line, then print the filled in application form, sign it by hand and send it by registered mail to the respective higher education application-information service by 25 April 2017.

Candidates for enrolment who have not finished secondary school at the application time should send only the e-application for enrolment by the deadline.

The candidates who have finished secondary school abroad must send:

  • original(s) of the final certificate(s) which represent the general requirements for access to higher education in the country of issue, legalised on the basis of:
    • the 1961 Hague Convention (at the court with territorial jurisdiction where the certificate or diploma was issued) with the properly filled in apostille form affixed, or
    • the Authentication of Documents in International Traffic Act,
  • a copy of the certificate or diploma, 
  • a certified Slovene or English translation of the certificate or diploma (if it is so required by an authorised person in charge of the procedure of recognition),
  • certified copies of the annual report cards or transcripts of the last two years of secondary school and non-certified copies of the other annual certificates,
  • a short chronological description of the entire education prepared by the applicant,
  • a certificate indicating that the candidate has passed the examination of Slovenian language at the B2 level if they wish to enrol at the University of Ljubljana in degree programmes of the Academy for Theatre, Radio, Film and Television, the Faculty of Pharmacy, the Faculty of Administration, the Faculty of Health Sciences, the Journalism programme at the Faculty of Social Studies, the Slovene Language programme, Psychology, Comparative Literature and Literary Theory at the Faculty of Arts or Pedagogical Mathematics at the Faculty of Mathematics and Physics. (Candidates applying to the degree programmes of other universities and independent higher education institutions have to check their enrolment conditions regarding the Slovene language exam in the annual call for enrolment).

Candidates who have completed primary or secondary education in Slovenia or completed a bilingual secondary school in which one of the primary languages is Slovenian do not have to participate in the Slovenian language exam.

The certified copies have to be certified by a notary, an official of the administration unit or an official at VPIS UL.

The International Baccalaureate Diploma

This is equivalent to the matura certificate in the Republic of Slovenia and therefore does not require a special recognition procedure for secondary education.

The candidates can send a computer printout from the website where the results of the International Baccalaureate were published.

The European Baccalaureate Certificate

This is equivalent to the matura certificate in the Republic of Slovenia and therefore does not require a special recognition procedure for secondary education.

  • By 1 August 2017:

Foreign citizens from non-EU countries and Slovenians without Slovenian citizensip with secondary school abroad must submit all supporting documents indicating the fulfilment of enrolment by 1 August 2017 at the latest. The candidates will be included in the selection procedure if they receive their final certificates after 20 July and the recognition decision by 18 August.

  • By 6 July or no later than 10 September 2017:

Citizens of the Republic of Slovenia who completed their secondary education abroad and citizens of European Union Member States. Candidates who submit all required documentation for their applications by 6 July 2017 at the latest will be notified by the VPIS of the results of the selection procedure by mail no later than 25 July 2017. In case the candidates fulfill the documentation requirements for their applications later than 6 July 2017, but no later than 10 September 2017, they will be notified by the VPIS of the results of the selection procedure by mail no later than 20 September 2017.

The following candidates should send their documents to the Higher Education Application-Information Service of the University of Ljubljana (Visokošolska prijavno-informacijska služba Univerze v Ljubljani), p.p. 524, Kongresni trg 12, 1001 Ljubljana:

  • Citizens of the Republic of Slovenia and citizens of EU-countries applying for their desired study in the application for degree programmes of the University of Ljubljana and independent higher education institutes;
  • Foreign citizens from non-EU countries and Slovenians without Slovenian citizenship, applying for their desired study in degree programmes of the University of Ljubljana.

If candidates wish to enrol in degree programmes of the Academy for Theatre, Radio, Film and Television, the Faculty of Pharmacy, the Faculty of Administration, the Faculty of Health Sciences, the Journalism programme at the Faculty of Social Studies, the Slovene Language programme, Comparative Literature and Literary Theory, Psychology at the Faculty of Arts or Pedagogical Mathematics at the Faculty of Mathematics and Physics, they are required to pass the Slovenian language exam (B2 level) before enrolling in the first year of study.

Candidates applying to degree programmes of other universities and independent higher education institutions have to check their enrolment conditions regarding the Slovene language exam in the annual call for enrolment.

Candidates who do not need the certificate of knowledge of Slovenian language before enrolling in the first or the second year of study:

  • Candidates who have finished a primary or secondary school in Slovenia,
  • Candidates who have finished a bilingual secondary school abroad that features the Slovenian language (Italy or Austria).
  • Degree programme Electrical engineering at the Faculty of Electrical Engineering,
  • University degree programme in business and economics (Marketing and international business in the second year specialization) at the Faculty of Economics.
  • Degree programmes Geology and Material Engineering at the Faculty of Natural Sciences and Engineering

The faculty and the academies also offer consultations with foreign students in the English language.

Transcripts of required documents can be certified at a notary or an official at an administrative unit abroad or in Slovenia, by an official at the University of Ljubljana (VPIS UL and an authorized person for recognition) or at a secondary school.

  • Foreign citizens from countries that are not EU Member States and Slovenians without Slovenian citizenship should send their documents no later than 1 August. The selection procedure also includes candidates whose secondary school certificates will be issued after 20 July 2017 and will have been issued a decision on the recognition of their education for the purpose of pursuing first year university studies by 18 August 2017.
  • Citizens of the Republic of Slovenia and EU Member States are required to send all documentation by 10 September. Candidates who submit all the documents by 6 July will receive results of the selection procedure by 25 July.

It is important that candidates submit their applications on time and inform the Higher Education Application and Information Service that their school will issue their final graduation certificate at a later date.

Candidates can obtain information on the content of the ability, capacity and skills test at the faculty or academy that performs the test. Test dates are published in the electronic publication Call for Enrolment.

If the number of applications is greater than the number of announced enrolment slots, a decision on enrolment limitation can be adopted. This means that the candidates will be ranked in terms of success and then selected based on their academic performance in secondary school and the results of the ability, capacity and skills test (if this is a requirement for the chosen degree programme).

Information on study programmes with an enrolment limitation will be published on the web site https://www.uni-lj.si/study/information/enrolment-recognition/, as follows:

  • On 20 April 2017 for citizens of the Republic of Slovenia and nationals of EU Member States,
  • On 20 June 2017 for Slovenians without Slovenian citizenship and foreign citizens of non-EU countries who are applying for University of Ljubljana study programmes indicated as the applicant’s first choice.

Based on the scales of grades in the individual countries and the rules on the evaluation of foreign secondary school academic performance, the Higher Education Application-Information Service converts the grades from a foreign certificate into the Slovene grading system (https://www.uni-lj.si/study/information/enrolment-recognition/).

No, there are no entrance examinations. If more candidates apply than there are enrolment slots, candidates will be selected on the basis of their academic performance in secondary school and their performance in the ability, capacity and skills tests, if the degree programme so requires.

Candidates who are Slovenians without Slovenian citizenship and also the citizens of an EU Member State can send two filled in application forms on-line, one as a Slovenian without Slovenian citizenship and the other as a citizen of a European Union Member State. If the candidate is accepted with both applications they have to choose a degree study programme in which they would like to enrol.

The following students do not have to pay any tuition fee for full-time undergraduate courses:

  • citizens of European Union Member States,
  • foreign citizens with a permanent place of residence in the Republic of Slovenia and who are taxable persons or who have at least one parent/guardian who is a taxable person in the Republic of Slovenia,
  • persons granted international protection and applicants for international protection,
  • Slovenians without Slovenian citizenship who are holders of scholarships recognised by the ministry competent for higher education,
  • citizens of countries with which the Republic of Slovenia has concluded agreements on cooperation in the field of education (Bosnia and Herzegovina, Kosovo, Montenegro, Macedonia and Serbia).

Slovenian and foreign citizens pay tuition fees for part-time undergraduate studies.

The tuition fee does not include the compulsory health insurance, which must be arranged before the beginning of study.

Compulsory health insurance can be arranged at the faculties and academies and at the competent Regional Unit of the Health Insurance Institute of Slovenia (Zavod za zdravstveno zavarovanje), www.zzzs.si/indexeng.html.

The Higher Education Application-Information Service will send a written decision on the result of the selection procedure to all applying candidates. Slovenian citizens and citizens of EU Member States will receive this decision by 25 July or by 20 September 2017 at the latest. The Higher Education Application-Information Service will send a written decision on the result of the selection procedure to the citizens of non-EU Member States and Slovenians without Slovenian citizenship no later than 7 September 2017.

The enrolment of accepted Slovenian citizens and citizens of EU Member States in the first enrolment period will take place from 26 July to 30 September and the second enrolment period from 26 to 30 September.

The enrolment of accepted foreign citizens of non-EU Member States and Slovenians without Slovenian citizenship will take place from 7 to 30 September 2017.

Students receive the certificate of enrolment at the faculty or academy when they enrol.
