L-Luxembourg: call for expressions of interest with a view to compiling a list of experts for support activities in connection with the second programme of Community action in the field of health (2008–2013)

1. Awarding authority: European Commission, Directorate-General for Health and Consumer Protection and Public Health Executive Agency, L-Luxembourg. 2. Call for expressions of interest: The Directorate-General for Health and Consumer Protection and the Public Health Executive Agency invite expressions of interest with a view to drawing up a list of experts to assist in the activities, described below, in connection with the second programme of Community action in the field of health (2008–2013). The list will be used by the Public Health Executive Agency and the Directorate-General for Health and Consumer Protection.Individuals interested in being on this list are invited to apply in accordance with the rules set out.
The awarding authority will draw up a list of candidates who meet the criteria set out in point 7. The list will be divided into 3 sub-lists, corresponding to the activities referred to in point 7(b).
Applicants who already figure on the list of experts for evaluation activities connected with the public health programme, or the sub-list of experts in public health (both drawn up for the Directorate-General Health and Consumer Protection and published on the Tenders Electronic Daily 2004/S 244-209392 and 2005/S 208-204587 respectively) must submit a new application as laid down in point 9. 3. The list resulting from this notice will be used solely for assignments at a daily fee of EUR 450 (the awarding authority reserves the right to alter the daily fee where there is good reason to do so). In addition, travel costs and subsistence allowances will be reimbursed according to the standard Commission rules. 4. Description of tasks: (a) Reviewing applications for Community financial support (for projects, conferences, operating grants, joint actions) submitted in accordance with the aims of the health programme and policies, the general principles and the selection and award criteria for funding under the programme, and the related information packages;
(b) Reviewing technical and/or financial reports on completed or ongoing projects;
(c) Monitoring and evaluating activities under the programme in the light of its objectives and having regard to previously-funded projects in the public health programme and related projects in other Community programmes;
(d) Any other task in support of the second programme in the field of health, including dissemination activities. 5. Proposal review work will be carried out in Luxembourg. For other activities, the place of work depends on the task and circumstances. 6. The list resulting from this call for expressions of interest will expire 3 years after the date in point 12.
Interested parties can apply any time prior to the last 3 months of the list's validity. 7. Candidates must:
(a) hold at least a university degree or equivalent;
(b) provide evidence of a minimum of 3 years' work experience, as of the date of application, in the public or private sector, in 1 or more of the following areas of expertise:
1. Improve people's health security:
1.1. protect people from health threats;
1.2. improve people's safety.
2. Promote health:
2.1. foster healthier ways of living and the reduction of health inequalities;
2.2. promote healthier ways of living and reduce major diseases and injuries by tackling determinants of ill-health.
3. Generate and disseminate health information and knowledge:
3.1. exchange knowledge and best practice;
3.2. collect, analyse and disseminate health information.

Nationals of a Member State or a country participating in the health programme are eligible to apply. Nationals of other countries must be resident in one of the participating countries. 9. Submission of applications: Applicants must fill in and submit an online application form, available at http://ec.europa.eu/phea/index_en.html. A curriculum vitae must be attached to the form.
Applicants will be informed of whether they have been included on the list of eligible experts. Inclusion on the list does not commit the awarding authority in any way to awarding a letter of appointment.
Applicants must inform the awarding authority in writing of any changes to the information provided in the application form. 10. When appointing experts to review project proposals, the awarding authority will ensure that the review panels are made up from the list of experts in a balanced way and that there is appropriate rotation of experts. It will take into account the applicants' geographical origin, gender and professional background. Reviewers selected to serve on a panel must sign a declaration that there is no conflict of interest between the work of their review panel and the posts they presently occupy, including a declaration of any previous professional or private experience which might be deemed to compromise their independence. They must inform the awarding authority without delay if any such conflict of interests should emerge during the course of the review. Throughout the evaluation process they must demonstrate appropriate commitment and observe the confidentiality of any information which comes to their attention. Deadline: 30.10.2010
