University of Ljubljana and Italy’s National Research Council sign agreement on scientific cooperation

On 12 March 2026 the University of Ljubljana signed a cooperation agreement with Italy’s National Research Council (CNR), the country’s largest public research institution. The agreement will strengthen scientific cooperation between researchers at both institutions and encourage the development of joint research initiatives across a range of scientific fields.
The partnership provides for the implementation of joint research programmes, the exchange of research staff, research visits and other forms of scientific and professional cooperation. Its aim is to bring research groups together, facilitate knowledge transfer and develop new projects that will contribute to advances in science and innovation within the European Research Area.
Speaking at the signing, Rector Gregor Majdič said: “The agreement with CNR marks an important step in further strengthening cooperation with Italian research institutions, which are a natural partner given the proximity of our two countries. Science in the modern world is becoming increasingly demanding and is based on close cooperation both within individual disciplines and across them. Agreements of this kind are extremely important because they strengthen scientific ties between countries, promote excellent research and contribute to a stronger European Research Area within the European Union.”
Stefano Fabris, Director of the Department of Physical Sciences and Materials Technologies, who signed the agreement on behalf of CNR President Andrea Lenzi, addressed those present: “The signing of this agreement is of key importance, as it will further strengthen our strategic partnership with the University of Ljubljana. The agreement is based on our shared conviction that cooperation between our two institutions will further enhance scientific research and technological innovation at the international level. Through this six-year commitment, we aim to support the excellence of our researchers by promoting joint research programmes and enabling visits and exchanges of research staff. Our cooperation will be based on the principles of mutual benefit and the exchange of information, ensuring that each joint project is carried out in accordance with applicable national legislation and regulations.” He also highlighted the arrangements for intellectual property: “We have agreed that intellectual property created through the inventive contribution of both parties within a research project will be jointly owned by both institutions, with each holding a 50% share. This arrangement provides a solid and fair basis for the development of new knowledge and technologies.” He concluded by expressing the expectation that the objectives set out will soon be translated into concrete work programmes delivering tangible benefits for both the Italian and Slovenian scientific communities.
Following the signing of the agreement, representatives of the CNR delegation, the Faculty of Mathematics and Physics of the University of Ljubljana and the GreenHer Centre of Excellence presented examples of past cooperation and opportunities for the further development of joint research projects.
The Italian Ambassador to Slovenia, His Excellency Giuseppe Cavagna, said that the agreement signed by the University of Ljubljana and CNR represents a commitment to a shared future and builds on the bilateral agreement on scientific and technological cooperation signed nearly thirty years ago. “Through such synergy, we are building a bridge to a brighter future for our students and ensuring that their talent and dedication will continue to drive our shared progress,” the Ambassador said. He added that the internationalisation of research plays an important role in fostering global cooperation, with scientific diplomacy, joint research projects and cooperation between universities, ministries and industry creating solid foundations for long-term development and innovation.
The agreement will therefore strengthen existing links and partnerships between Slovenian and Italian researchers. By signing the agreement, the University of Ljubljana continues to strengthen international cooperation and consolidate its role within the European Research Area.
