Ordinance on imposing and implementing measures for the prevention of the spread of COVID-19 at border crossings at the external border and at checkpoints at the internal borders of the Republic of Slovenia regulates entry into the country for students and employees of educational and scientific research institutions for daily migrants and for persons from third countries. There are certain exceptions and the required evidence for crossing the state border.

Required evidence for students:

  • valid evidence of admission to study or evidence that the student is performing study obligations at the Academy / Faculty (issued by a member of the University of Ljubljana);
  • evidence of temporary or permanent residence in the Republic of Slovenia;
  • negative test result on SARS-CoV-2 (COVID-19), not older than three days (only for persons from third countries);
  • residence permit (only for persons from third country).

Required evidence for employees:

  • employment contract with a member of the University of Ljubljana;
  • evidence of temporary or permanent residence in the Republic of Slovenia;
  • negative test result on SARS-CoV-2 (COVID-19), not older than three days (only for persons from third countries);
  • residence permit (only for persons from third country).

Students and employees must check the updated list of countries from which persons can enter to the Republic of Slovenia (published at the NIJZ and the Ministry of Foreign Affairs) and which border crossing are open. A student who is, despite the Ordinance, unjustifiably ordered to be quarantined, can contact  (Ministry of Health) and explain he/she is a student who belongs under the Ordinance exception.

Conditions for border crossing for persons (prospective students) who are coming to the tests of ability, capacity and skills

  • Persons who have a temporary or permanent residence in the EU member or Schengen Area (exception in Ordinance, Item 11, Article 10): required evidence / invitation to the test of ability, capacity and skills, issued by the University of Ljubljana. In case of longer stay due to test, they must also have accommodation reservation confirmation.
  • Persons who are coming from third countries (exception in Ordinance, Item 7, Article 12): required negative test result on SARS-CoV-2 (COVID-19), not older than three days and evidence / invitation to the test of ability, capacity and skills, issued by the University of Ljubljana. In case of longer stay due to test, they must also have accommodation reservation confirmation.
