Overview of the application-admissions procedure 2017/2018

Application and admission procedure 2017/ 2018 for:

First Application Period – from 6 February to 20 April 2017

Candidates submit an application for enrolment into the 1st year of bachelor degree programmes and single-cycle master’s  degree programmes via electronic application over the eVŠ web portal.

 Evidence of fulfilling enrolment requirements by 1 August 2017

Candidates must send the following documents to the Higher Education Admissions and Information Office of the University of Ljubljana:

  • original of the final certificate(s), representing general requirement for access to higher education in the country of issue, legalised on the basis of:
  1. the 1961 Hague Convention (at the court with territorial jurisdiction where the certificate or diploma has been issued); with properly filled in apostille form affixed or
  2. the Authentication of Documents in International Traffic Act,
  • copy of the certificate or diploma,
  • a certified Slovene or English translation of the certificate or diploma,
  • certified copies of the annual report cards of the last two years of secondary school and uncertified copies of the rest annual certificates,
  • a short chronological description of the entire education prepared by the applicant,
  • a certificate indicating that the candidate has passed the examination of Slovenian at the B2 level, if they wish to enrol at the University of Ljubljana on degree programmes of Academy for Theatre, Radio, Film and Television, Faculty of Pharmacy, Faculty of Administration, Faculty of Health Sciences and the Journalism programme at the Faculty of Social Studies, Slovene studies, Comparative literature and literary theory, Psychology at the Faculty of Arts and Mathematics education at the Faculty of Mathematics and Physics.  

Candidates who have completed primary or secondary education in Slovenia or completed a bilingual secondary school do not have to participate in the Slovenian language exam.

The certified copies have to be certified by a notary, an official of the administration unit or an official at Higher Education Admissions and Information Office of the University of Ljubljana (VPIS UL).

The International Baccalaureate Diploma (IB) is equivalent to the general matura certificate in the Republic of Slovenia and therefore does not require a special recognition procedure for secondary education. Candidates who will finish secondary school with the International Baccalaureate Diploma abroad in the year 2017 can submit a computer printout of the international baccalaureate diploma. On behalf of candidates who will be performing the International Baccalaureate Diploma in Slovenia, the secondary school will submit the diploma to the Higher Education Application and Information Service.

The European Baccalaureate Certificate is equivalent to the matura certificate in the Republic of Slovenia and therefore does not require a special recognition procedure for secondary education.

Candidates must submit all documentation, including the decision on recognition of foreign secondary education, by 1 August 2017.

Candidates who shall be issued final transcripts after 20 July 2017 and who shall be issued recognition of their foreign secondary education inclusive of 18 August 2017 shall also participate in this selection procedure.  


Tests of special talents, abilities and skills

·         19 May and from 23 June to 6 July 2017

Tests are held at each individual higher education institution on the basis of notification of the test date and procedure sent to the candidate no later than five days prior to the test.

Information on the number of applications for each individual degree programme will be posted on the University of Ljubljana website on 23 May 2017.

Information on enrolment limitations will be posted on the University of Ljubljana website on 20 June 2017.

 
Selection procedure carried out by 25 August 2017

The Application and Information Service of the University of Ljubljana conducts the selection procedure for all valid candidate applications no later than 25 August 2017. 


Decision on the result of the selection procedure for enrolment into the first year given by 7 September 2017

All candidates with a valid application shall be issued a written decision on the outcome of the selection procedure by 7 September 2017.


Deadline for appeal

The period for appeal ends on 22 September 2017. An appeal shall be assessed by the Commission for candidate appeals on admission to the University of Ljubljana. 


Enrolment in the first year by 30 September 2017

Candidates admitted during the period of the first selection procedure period may enrol at the Faculty or Academy by 30 September 2017 on the basis of a written decision.

The procedure for enrolment into the first year of bachelor and single-cycle master studies at the University of Ljubljana and public and licensed independent higher education institutions is carried out by the Higher Education Application and Information Service of the University of Ljubljana.

DEGREE PROGRAMMES
The Call for Enrolment in the 2017/2018 Academic Year publication (electronic publication by the Ministry of Higher Education, Science and Sport, 2017) contains the conditions for enrolment into the first year of bachelor and single-cycle master degree programmes that are performed by the higher education institutions of the University of Ljubljana, University of Maribor, University of Primorska, University of Nova Gorica, public and licensed independent higher education institutions.

Information on the individual degree programmes and regarding studies at individual higher education institution is available to candidates on the websites of the faculties and academies.

In order to be able to enrol into certain degree programmes, the candidates must also perform tests of ability, capacity and skills. The degree programmes at the University of Ljubljana that require tests of ability, capacity and skills and the dates of the tests are published in the Call for Enrolment 2017/2018.

Bachelor degree programmes in English:

  • degree programme Electrical engineering at the Faculty of Electrical engineering;
  • University degree programme in business and economics (Marketing and international business - in the second year specialization) at the Faculty of Economics;
  • degree programmes Geology and Material Engineering at the Faculty of Natural Sciences and Engineering.;
  • degree programmes English studies, English studies (combined programme), Interlingual mediation at the Faculty of Arts.

APPLICATION AND ENROLMENT SLOTS
The University of Ljubljana's table of enrolment slots for Slovenians without Slovenian citizenship and for foreign citizens from countries that are not member states of the EU is published in the Call for Enrolment 2017/2018 and at website.

Foreign citizens who have a permanent residence in the Republic of Slovenia (here in after referred to as the Republic of Slovenia) and who themselves or their parents/guardians are taxpayers in the Republic of Slovenia, persons granted international protection and applicants for international protection should apply for enrolments slots for citizens of the Republic of Slovenia and citizens of member states of the EU. An information on the admission procedure for those citizens are published on website

Application deadline
The candidates have to submit their application between 6 February and 20 April 2017. The candidates have to apply through an on-line application in Slovenian or in English language. The application is filed on-line on the eVŠ web portal: http://portal.evs.gov.si/prijava/?locale=en.

The eVŠ web portal on-line application
The candidates applying with a qualified digital certificate do not print the application and send it by post. The filled in application is considered to have arrived in good time if it is digitally signed and sent with the qualified digital certificate on-line though the eVŠ web portal by the deadline. The information about where and how to obtain the qualified digital certificate is available on the eVŠ web portal.

The candidates applying without the digital certificate (with the user’s name and password) have to send the filled in application form on-line, then print the filled in application form, sign it in writing and send it with the registered mail to the respectful higher education application-information service by  April 25, 2017.

In the application, in order of preference, they can indicate a maximum of three degree programmes on which they wish to enrol and for which they meet, or will meet before the deadlines published with this call expire, the conditions for enrolment.

The order the degree programmes are written down is important, because the candidates will, under the conditions indicated in this call under the chapter on the selection procedure, be placed in the first programme for which they meet all the conditions and reach the minimum points in the case of limited enrolment.

There is no age limitation for enrolment in the Republic of Slovenia.

COMMUNICATION WITH CANDIDATES in the first application period
Written information on the procedure of application and admission shall be sent by post and via e-mail to the candidates in May and June 2017.

EVIDENCE OF THE FULFILMENT OF THE ENROLMENT CONDITIONS
 The candidates who have finished secondary school abroad must send:

The candidates applying to the degree programmes of other universities and independent higher education institutions have to check their enrolment conditions regarding the Slovenian language exam in the annual Call for enrolment.

Candidates who have completed primary or secondary education in Slovenia or completed a bilingual secondary school do not have to participate in the Slovenian language exam.

DEADLINES FOR SUBMITTING THE SUPPORTING DOCUMENTS
The candidates should send the school certificates of the completed secondary school as soon as possible, because the procedure for the recognition of foreign education can last up to two months from the date the complete application was submitted.

The candidates who have already finished secondary school abroad must submit all supporting documents indicating the fulfilment of enrolment by the August 1, 2017 at the latest. The candidates will be included in the selection procedure if they receive their final certificates after July 20, 2017 and the recognition decision by August 18, 2017.

The data on the number of applications for individual degree programmes performed by the members of the University of Ljubljana is published on the website on May 23, 2017.

The procedure for the recognition of education for the purpose of continuing education
Information regarding the recognition of certificates is available to candidates on the website.

Foreign citizens who are not required to pass the Slovenian language exam
Candidates applying for degree programmes which require the Slovenian language exam before the enrolment into the first year of study do not need to pass the exam in case they have finished primary and/or secondary school in Slovenia or a bilingual school abroad.

Limitation of enrolment and the criteria for selection
If the number of candidates who applied for enrolment is greater that the number of announced enrolment slots, the higher education institutions can adopt a decision on the limitation of enrolment. The degree programmes with the limitation of enrolment and the number of applications submitted shall be published on the website on June 20, 2017.

THE SELECTION PROCEDURE
If the number of candidates applying significantly greater than the number of announced enrolment slots for Slovenians without Slovenian citizenship and foreign citizens from countries that are not EU members, the candidates are selected according to the criteria of each degree programme in accordance with the Call for enrolment. The criteria for selection are defined in the Call for Enrolment of the individual degree programmes. Evaluation of secondary school performance from foreign certificates is carried out by the Higher Education Application and Information Service.

THE DECISION ON THE RESULTS OF THE SELECTION PROCEDURE AND THE Enrolment
The Higher Education Application and Information Service will send the decision regarding the result of the selection procedure via mail to the indicated address for notifications by September 7, 2017. Candidates must enrol by September 30, 2017.

FEE
Foreign citizens from countries that are not member states of the European Union are required to pay a fee for full-time undergraduate courses. As a rule, the fee should be paid in its entirety at the time of enrolment into the faculty for the current academic year. The amount of the fee is determined by the higher education institution and is equal to the fee for part-time courses for citizens of the Republic of Slovenia. Administrative costs and compulsory health insurance are not included in the fee. These needs to be taken care of before the start of the studies. More information 

The following are not required to pay fees for full-time studies:

  • foreign citizens with permanent residence in the Repulic of Slovenia who themselves or their parents/guardians are taxpayers in the Republic of Slovenia;
  • Slovenians without Slovenian citizenship who are scholarship holders of the Public Scholarship, Development, Disability and Maintenance Fund of the Republic of Slovenia (Javni štipendijski, razvojni, invalidski in preživninski sklad Republike Slovenije);
  • citizens of countries with which the Republic of Slovenia has concluded bilateral or multilateral agreements regarding cooperation in the area of education or reciprocity (Bosnia and Herzegovina, Montenegro, Macedonia, Serbia and Kosovo);
  • persons granted international protection and applicant for international protection.

All students are required to pay the fee for part-time studies.

The application for enrolment into the first year of undergraduate and single-cycle master study programmes is submitted by candidates by e-application on the eVŠ web portal.
 

Information Day

At higher education institutions information days take place on 10 and 11 February 2017.
 

On 10 February 2017, the Higher Education Application-Information Service of the University of Ljubljana is organizing an information day for Slovenians in the neighbouring countries and for foreign citizens.
 

Evidence of the Fulfilment of Enrolment Requirements by 1 August 2017

The documentation required for the application and admission procedure:

  • Certified school completion certificate and certified transcripts of the last two years from the secondary school completed,
  • Translations of certificates into Slovenian or English (at the request of the professional representative from VPIS UL),
  • Confirmation of the successfully completed exam of the Slovenian language at the B2 level (if so required by the study programme),
  • The decision on the recognition of the secondary school education certificate obtained abroad for the purpose of continued studies.

Candidates shall send all certificates by 1 August 2017.

The selection procedure shall also include the candidates whose final certificate will be issued after 20 July 2017 and for whom the decision on the recognition of the secondary school education will be issued by and including 18 August 2017.
 

Tests of Specific Aptitudes, Abilities and Skills
  • 19 May and from 23 June to 6 July 2017

The tests are carried out at individual higher education institutions which send a notification of the date and progress of the tests at least five days before the test.
 

Information about the Number of Applied Candidates

On 23 May 2017, information about the number of applications for an individual study programme is published on the website of the University of Ljubljana.
 

Decision on Enrolment Limitation of 20 June 2017

Information about study programme enrolment limitations will be published on the University of Ljubljana website on 20 June 2017.

 

A selection procedure will be carried out on 25 August 2017

The Higher Education Application-Information Service will carry out a selection procedure for all valid applications of candidates for the enrolment no later than 25 August 2017.
 

Decision on the Result of the Selection Procedure for Enrolment into the First Study Year by 7 September 2017

Citizens of the Republic of Slovenia who have finished their secondary school education abroad, citizens of the member states of the European Union, foreign citizens who themselves or their parents are taxpayers in the Republic of Slovenia and who have a permanent residence in the Republic of Slovenia, persons granted international protection and applicants for international protection should apply in the first application period for enrolment slots announced for citizens of the Republic of Slovenia and citizens of the member states of the European Union, which are published in the Call for Enrolment of the individual degree programme on portal eVŠ: www.mizs.gov.si/en.

The first application deadline
The candidates have to submit their application from February 6 to March 3, 2017. They can submit an electronic application in Slovenian or English language on eVŠ:

The second application deadline
From August 22 to August 29, 2017, the candidates can apply for free slots for Slovenian citizens and citizens of the Member States of the European Union, which will be published on August 21, 2017 on the website.

The candidates who have been accepted in the First application can also apply in this application period. The candidates who have been accepted in the study course selected in the First application and have been already enrolled, can apply too, but they have to disenrol from the degree programme by August 18, 2017.

The candidates for whom the first deadline of the selection procedure has not yet expired by August 22, 2017 can submit the Second Application from August 22 to August 29, 2017.

First deadline
Candidates who finish secondary school abroad must submit all the necessary documents by July 6 or September 10, 2017 at the latest.

Second deadline
Candidates must submit all the supporting documents during the Second Application Period (by  September 10, 2017 at the latest) by registered post to the respectful Higher Education Application and Information Service.

Foreign citizens who are not required to pass the Slovenian language exam
Candidates applying for degree programmes which require the Slovenian language exam before the enrolment into the first year of study do not need to pass the exam in case they have finished primary and/or secondary school in Slovenia or a bilingual school abroad.

THE SELECTION PROCEDURE
If the number of candidates applying for enrolment is greater that the number of published enrolment slots, the universities and public and licensed independent higher education institutions will adopt a decision on the limitation of enrolment with the agreement of the Government of the Republic of Slovenia by the end of April 2017. For enrolment into degree programmes with limited enrolment, the candidates are chosen according to the criteria for each degree programme in accordance with the Call for enrolment.

Candidates who are unable to complete the procedure for recognition of education by July 6, 2017 shall be placed on the list of admitted candidates subsequently during the first selection period. In the case of limitation of enrolment they are placed among the admitted candidates if they acquire at least as many points as were acquired by the candidate that is placed last on the list.

The evaluation of secondary school performance from foreign certificates is carried out by the Higher Education Application and Information Service or public and licensed independent higher education institutions.

Enrolment
The candidates shall receive the decision on the results of the selection procedure in the first deadline period by July 25, 2017, and they shall be placed subsequently by September 20, 2017 at the latest, and during the second deadline period by September 25, 2017. If they are admitted during the first deadline period, the candidates shall enrol during the period from July 26 to September 30 2017 and during the second deadline period from September 26 to September 30, 2017.

FEE
Slovenian citizens, citizens of the Member States of the European Union and foreign citizens with permanent residence in the Republic of Slovenia who themselves or their parents/guardians are taxpayers of the Republic of Slovenia, persons granted international protection and applicants for international protection are not required to pay the fee for full-time studies. Administrative costs and compulsory health insurance are not included in the fee. These needs to be taken care of before the start of the studies. More information
