University of Ljubljana Call for enrolment into Doctoral degree programmes 2019/2020

 

INTRODUCTION

In the 2019/2020 academic year, the University of Ljubljana is issuing a Call for Enrolment in 21 doctoral study programmes (http://www.uni-lj.si/study/doctoral), of which 20 will be for the duration of 4 years. The joint doctoral programme Governance and Economics in the Public Sector is an exception, as it will continue to take 3 years.

The Call comprises a joint part, which contains relevant information on the Call for Enrolment, and a special part, in which individual doctoral programmes are presented in greater detail, along with the member institutions implementing the programmes, the envisaged number of enrolment places, application deadlines and other information and instructions relevant for the candidates. In accordance with Article 13 of the Rules and Regulations on Doctoral Study at the University of Ljubljana, a candidate is obliged by the end of the application deadline to come to an agreement with a higher education teacher or a scientific researcher to serve as mentor/co-mentor, whereby upon enrolment, at the latest, the student will submit both the teacher’s/researcher’s consent to take up mentoring/co-mentoring and a short conceptual design of the research work.

Admission requirements:

Enrolment in the doctoral study programme is open to candidates who have completed:

-       a second-cycle study programme;

-       a study programme leading to professions regulated by EU directives, or another integrated master's degree programme consisting of 300 ECTS credits;

-       a programme leading to an academic higher education qualification, adopted before 11 June 2004;

-       a study programme leading to a specialisation after completion of a professional higher education programme, provided the candidate has completed course units consisting of 30 ECTS credits in the following subjects from the integrated master's programme in Architecture: 

Architectural Theory and Critique,

Introduction to Research in Architecture and Urbanism,

Theory of Physical and Regional Planning,

Action Planning and Strategic Assessment,

Design Concepts,

Countryside Settlement Culture,

Art History,

Enrolment in the doctoral programme is also open to graduates of foreign universities. The equivalence of prior learning in another country will be established by means of the procedure for the recognition of foreign qualifications for the purposes of continuing education in accordance with the Statutes of the University of Ljubljana.  

Selection criteria in the event of restricted enrolment:

Should a resolution on enrolment limitation be adopted (if the number of applying candidates who meet the enrolment criteria exceeds the number of enrolment places), candidates will be selected according to:

 

performance in second-cycle study programme (20% weighting)

 or

- in an integrated master's programme consisting of 300 ECTS credits or

in a study programme leading to an academic higher education qualification or a study programme leading to a specialisation following completion of a professional higher education programme and additional exams defined in the fourth indent of the admission requirements;

The following are taken into account:

-       grade-point average (15%) and

-       grade of university diploma or master’s thesis (5%);

and

-       performance in the selection exam (80% weighting). The selection exam consists of a written and oral section. The following elements of the exam are assessed:

-       written and oral presentation of a Draft Plan of Doctoral Studies (also referred to as: outline of the doctoral study plan) prepared in accordance with the Regulations on the procedure for the acquisition of the title of Dr – doctor of science – at the Faculty of Architecture (60%);

-       recommendations of distinguished researchers (10%);

-       proof of research work undertaken prior to enrolment in the programme (10%).

Information Day will be held on Wednesday, 22 May 2019, at 6 pm at the Vurnik lecture hall at the Faculty of Architecture. Candidates must apply for the programme no later than by, and including, Friday, 23 August 2019, and must do so via the eVŠ web portal.


Enrolment will be completed by 30 September 2019.


The date of presenting the doctoral study plan will be published on the Faculty of Architecture’s website.

  • a study programme leading to professions regulated by EU directives, or another integrated master's degree programme consisting of 300 ECTS credits;
  • a programme leading to an academic higher education qualification, adopted before 11 June 2004;
  • a study programme leading to a Master’s of Science degree or specialisation, if the candidate has previously completed a programme leading to an academic higher education qualification. Course units totalling 60 ECTS credits are recognised for candidates based on their application, as provided by law;
  • a study programme leading to a specialisation following a completed professional higher education programme. Additional study requirements for individual fields totalling 30 to 60 ECTS credits are determined for candidates by the Biomedicine Programme Council.

Enrolment in the doctoral programme in Biomedicine is also open to graduates of foreign universities. The equivalence of prior learning in another country will be established by means of the procedure for the recognition of foreign qualifications for the purposes of continuing education in accordance with the Statutes of the University of Ljubljana.


 

Selection criteria in the event of restricted enrolment:

In the event of restricted enrolment, the candidates will be selected based on:

  • performance in second-cycle studies or performance in an integrated master's programme
    evaluated at 300 credits or results in a former academic higher education programme

    and
     
  • the selection exam, where the following is also evaluated:
    1. a reviewed scientific article, published or accepted for publication,
    2. awards and recognitions,
    3. professional specialisation,
    4. other.

The rating method is determined by the Programme Council.
In the event of restricted enrolment, candidates with a higher total score will be selected.

Procedures and deadlines for application to the Call and enrolment:

To enrol, candidates must complete and submit the electronic application form published on the online eVŠ portal (https://portal.evs.gov.si/prijava/?locale=en) no later than by Wednesday, 14 August 2019, and send it by registered mail, signed and furnished with the required attachments published on the website http://www.uni-lj.si/study/doctoral/biomedicine/application/call/ by the stated deadline to University of Ljubljana, Kongresni trg 12, 1000 Ljubljana, marked “for Biomedicine”, or deliver it in person to the filing office of the Rectorate during their office hours. Candidates applying with a digital certificate need not send the application form, but they are required to separately submit the required attachments and proof that they meet the admission requirements. 

Enrolment will be conducted electronically via the websites of member faculties that coordinate specific scientific fields:

  • at the Biotechnical Faculty for the fields of genetics and microbiology,
    at the Faculty of Pharmacy for the fields of pharmacy, clinical biochemistry, laboratory biomedicine and toxicology,
  • at the Faculty of Medicine for the fields of biochemistry and molecular biology, clinical medicine, basic medicine, public health and neuroscience,
  • at the Veterinary Faculty for the field of veterinary medicine,

and will be completed by 30 September 2019 at the latest.

Prior to enrolment, candidates are required to choose a mentor and submit, upon enrolment at the latest, the mentor’s written consent to mentorship. The mentor must provide at least three references pertaining to the field of the envisaged topic of the candidate’s doctoral dissertation, and must meet other conditions laid down by the University of Ljubljana regarding mentorship in doctoral studies. Candidates are also required to submit their concept for the doctoral dissertation, and must do so by enrolment at the latest.

Admission requirements:

Enrolment in the programme is open to graduates of:

  • second-cycle study programmes;
  • study programmes leading to professions regulated by European Union directives (for doctors, veterinarians, dentists and pharmacists) and which are evaluated with at least 300 ECTS credits;
  • study programmes leading to a specialisation following completion of a professional higher education programme. Additional study requirements for individual fields totalling 30 to 60 ECTS credits are determined for candidates by the competent committee. Prior to enrolment, candidates must have completed the following:
  • study programmes leading to a Master of Science degree or specialisation after completion of a study programme leading to an academic higher education qualification. Candidates will have study requirements in the amount of 60 ECTS credits recognised. Study requirements will be determined by the competent committee in agreement with the mentor;
  • study programmes leading to an academic higher education qualification, adopted before 11 June 2004;
  • study programme at another university in Slovenia or at a university in another country in accordance with the conditions prescribed for students from the Republic of Slovenia. The equivalence of prior learning in another country will be established by means of the procedure for the recognition of foreign qualifications for the purposes of continuing education in accordance with the Statutes of the University of Ljubljana.

 

Selection criteria in the event of restricted enrolment:

In the event of restricted enrolment, the candidates will be selected based on:

  1. Success in former higher education studies

    Grade-point average (without the diploma grade) is scored:
    Average success is scored linearly, following the formula: 4 x grade – 20.
    Calculation of average grade:

    The average grade of former higher education studies of students who have completed academic higher education as adopted before 11 June 2004, or 1st and 2nd cycles of study or an integrated study programme or specialization after completion of professional higher education, is calculated by weighting, that is by weighting the average grade of each cycle of study with the number of years of study in a particular cycle, added together for all completed cycles and divided by the total number of years of study. 
     
  2. Research or professional work, awards

    a) A scientific article, monograph or patent accepted for the procedure in Slovenia (Cobiss type 1.01 –, 1.02, 1.03, 1.16, 2.01, 2.18) – up to 5 points (first authorship 5 points, co-authorship 2 points);
    b) Active participation at a scientific conference (Cobiss type 1.06, 1.08, 1.10, 1.12) – 2 points;
    c) Professional article in the field of study (Cobiss type 1.04) – 2 points;
    d) Awards relating to studies; at the university level (5 points); at the level of a member faculty, or other award (2 points)

The maximum number of points a student can obtain is 40. If the composite score according to the above criteria exceeds 40 points, the student will receive a maximum of 40 points. In the event of restricted enrolment, candidates with a higher total score will be selected.

If there are several students at the lower limit with the same number of points, they will be invited for an interview and candidates will be selected from among them.

The decision on acceptance of candidates will be made by the Programme Council of Biosciences.

Candidates for enrolment must complete an electronic registration form published at the eVŠ web portal at: https://portal.evs.gov.si/prijava/?locale=en by Friday, 23 August 2019 at the latest, sign it and send it, along with the required attachments listed on the website: http://www.bioznanosti.si/en, to the following address: Biotechnical Faculty, Referat za študij 3. stopnje, Jamnikarjeva 101, 1000 Ljubljana. Candidates with a digital certificate need not send the application form. Such candidates are only required to send attachments. These include a mentor’s statement of accepting mentorship in doctoral studies, which is published on the website dedicated to doctoral studies in Bioscience, along with the brief concept of the doctoral dissertation.

Enrolment will be conducted electronically via the Biosciences website and will be completed by 30 September 2019. To enrol, candidates will have to complete an enrolment sheet and send it to the Postgraduate Office for 3rd Cycle Study of the Biotechnical Faculty, together with the 1st year syllabus signed by the candidate, the mentor and the coordinator of the chosen scientific field.

  • a second-cycle study programme;
  • a programme leading to an academic higher education qualification, adopted before 11 June 2004;
  • a study programme leading to a specialisation and a previously completed professional higher education programme, if the candidate has completed course units defined by the programme totalling 36 ECTS credits; or
  • a Master’s of Science or a study programme leading to specialisation, if the candidate has previously completed a programme leading to an academic higher education qualification. Upon enrolment, at least 60 ECTS credits will be recognised for candidates in accordance with the law.
  • a study programme leading to professions regulated by EU directives, or another integrated master's degree programme consisting of 300 ECTS credits;

  • study programmes leading to a Master of Science degree or specialisation after completion of a study programme for obtaining academic higher education qualifications;
  • a study programme leading to professions regulated by EU directives, or another integrated master's degree programme consisting of 300 ECTS credits.

Success in an oral exam, where the following is also evaluated:

  • success achieved thus far in undergraduate studies (if the grade was not taken into account under Item 1);
  • Scientific and research potential;
  • candidate’s motivation;
  • research work undertaken by the candidate thus far (articles and other publications);
  • international aptitude tests (e.g. GMAT, GRE);
  • awards, recognitions, etc.
  •  

The importance of individual items will be determined by the Faculty Senate.

Depending on the number of suitable candidates and mentors, the Doctoral Studies Commission may decide to restrict enrolment in an individual specialisation.

Enrolment in the doctoral study programme in Electrical Engineering is open to candidates who have completed:

  • a second-cycle study programme;
  • a study programme leading to professions regulated by EU directives, or another integrated master's degree programme consisting of 300 ECTS credits;
  • a programme leading to an academic higher education qualification, adopted before 11 June 2004;
  • a study programme leading to a Master of Science degree; course units consisting of 60 ECTS credits are recognised for candidates;
  • a study programme leading to a specialisation and a previously completed academic higher education programme as adopted before 11 June 2004; course units consisting of 60 ECTS credits are recognised for candidates;
  • a study programme leading to a specialisation and a previously completed professional higher education programme as adopted before 11 June 2004, provided the candidate has completed additional course units consisting of 36 ECTS credits as determined for candidates by the competent committee of the Faculty of Electrical Engineering for first-year second-cycle subjects in Electrical Engineering: four mandatory field subjects, depending on the track, and two elective field subjects;
  • equivalent programme provided by another foreign university. The process of candidate selection will take into account success in a second-cycle or university programme adopted before 11 June 2004, and will do so in the following way:

Grade point average in second-cycle master studies, excluding the grade for the master’s thesis and defence thereof, or grade point average of university study programmes established before 11 June 2004, excluding the grade for the diploma thesis and defence thereof.

   

Grade point average in second-cycle master studies, excluding the grade for the master’s thesis and defence thereof, or grade point average of university study programmes adopted before 11 June 2004, excluding the grade for the diploma thesis and defence thereof.

Grade x 7

Master’s thesis and defence grade, or diploma thesis and defence grade for university study programme adopted before 11 June 2004.

Grade x 3

In the event of restricted enrolment, candidates with a higher score will be selected.

  • study programmes leading to a Master of Science degree or specialisation after completion of a study programme leading to an academic higher education qualification. Study requirements totalling at least 60 ECTS credits are recognised for such candidates in a third-cycle doctoral study programme;
  • study programmes leading to an academic higher education qualification, adopted before 11 June 2004.

Enrolment in the doctoral programme is also open to graduates of foreign universities. In the event of restricted enrolment, candidates will be selected based on:

  • success in the selection exam (80%), which comprises a written exam in the field of natural sciences and engineering. Candidates can substitute 40% of the grade with a grade from prior scientific and professional work in the area of the study programme.

Procedures and deadlines for application to the Call and enrolment:

An information day will be held at the Faculty of Civil and Geodetic Engineering, University of Ljubljana, on 6 June 2019.

Candidates must apply for enrolment by 30 August 2019, including that date, via the eVŠ web portal.

Application will be followed by enrolment in the doctoral study programme on the invitation of the higher education institution by 30 September 2019 at the latest at the Office of Student Affairs of the Faculty of Civil and Geodetic Engineering.

Admission requirements:

Enrolment in the doctoral study programme is open to candidates who have completed:

  • second-cycle study programmes;
  • study programmes leading to an academic higher education qualification, adopted before 11 June 2004;
  • study programmes leading to a specialisation adopted before 11 June 2004, and who have already completed a professional higher education programme; for enrolment in third-cycle doctoral study programmes, the relevant body of the member faculty sets course units totalling 30 to 60 ECTS credits on the proposal of the field of study coordinator responsible for doctoral studies;
  • study programmes leading to a Master of Science degree or specialisation after completion of a study programme for obtaining an academic higher education qualification as adopted before 11 June 2004. For these candidates, the relevant body of the member faculty recognises course units totalling at least 60 ECTS credits on the proposal of the field of study coordinator responsible for doctoral studies;
  • a study programme that leads to professions regulated by EU directives, or another integrated master’s degree study programme assessed at 300 ECTS credits.

The doctoral programme is also open to graduates from another university in Slovenia or a university in another country in accordance with the conditions prescribed for students from the Republic of Slovenia. The equivalence of prior learning in another country will be established by means of the procedure for the recognition of foreign qualifications for the purposes of continuing education in accordance with the Statutes of the University of Ljubljana.

A mentor’s consent is required prior to enrolment in the programme.

 

Selection criteria in the event of restricted enrolment:

Candidates will be selected based on their success in completed studies, as well as their scientific and expert achievements. Individual elements of selection will be evaluated in the following manner:

  • Study success (grade point average) – 50% weighting in: 
    • second-cycle study programmes;
    • study programmes leading to an academic higher education qualification, adopted before 11 June 2004;
    • study programmes leading to specialisation after completion of a professional higher education programme adopted before 11 June 2004;
    • study programmes leading to a Master of Science degree or specialisation after completion of a study programme for obtaining a university qualification as adopted before 11 June 2004;
    • study programmes leading to professions regulated by EU directives, or other integrated master's degree programmes consisting of 300 ECTS credits.
  • Grade obtained in the oral selection exam (interview) before an expert committee for the field in which the candidate is enrolling – 50% of the weighting.

On the proposal of the coordinator/administrator of the field, the doctoral studies committee of the member faculty decides on the applicant's suitability.

Duration of study: 4 years 

No. of enrolment places: 20 – in total for citizens of the Republic of Slovenia, citizens of EU Member States, Slovenians without Slovenian citizenship and foreign citizens.

Admission requirements:

Enrolment in the programme is open to graduates of:

  • second-cycle study programmes;
  • study programmes leading to professions regulated by EU directives and consisting of 300 ECTS credits, or other integrated master's degree programmes consisting of 300 ECTS credits;
  • study programmes leading to a Master of Science degree or specialisation after completion of a study programme leading to an academic higher education qualification. Candidates will have study requirements in the minimum scope of 60 ECTS credits recognised;
  • study programmes leading to a specialisation following completion of a professional higher education programme. The Statistics Programme Council will specify additional entry requirements for candidates in individual areas amounting from 30 to 60 ECTS credits. Candidates must complete such additional requirements before enrolling in the study programme;
  • study programmes leading to an academic higher education qualification, adopted before 11 June 2004.

Enrolment in the doctoral programme in Statistics is also open to graduates of foreign universities. The equivalence of prior learning in another country will be established by means of the procedure for the recognition of foreign qualifications for the purposes of continuing education in accordance with the Statutes of the University of Ljubljana.
 

Selection criteria in the event of restricted enrolment:

In the event of there being more applicants for the programme than places available, the selection of candidates will be based on their success in the former academic higher education programme or second-cycle studies, focusing particularly on:

  • grade point average in the former academic higher education programme or second-cycle studies, excluding the diploma or master’s thesis,
  • diploma or master’s thesis grade.

In the event of restricted enrolment, candidates with a higher total score will be selected (sum of the grade point average and the diploma or master’s thesis grade).

Enrolment will take place at the Faculty of Mathematics and Physics, and will be completed by 30 September 2019 at the latest.

Prior to enrolment, candidates are required to choose a mentor, who must meet the criteria set out by the University of Ljubljana as regards mentorship in doctoral studies, and submit, upon enrolment at the latest, the mentor’s written consent to mentorship. Candidates are also required to submit their concept for the doctoral dissertation, and must do so by enrolment at the latest.

Enrolment in the programme is open to graduates of:

  • a second-cycle study programme;
  • a study programme leading to an academic higher education qualification, adopted before 11 June 2004;
  • a study programme leading to a specialisation in a natural science/engineering field, if they have previously completed a professional higher education programme. In order to balance the knowledge base of candidates before enrolment in the doctoral programme, the doctoral studies commission at the University of Ljubljana’s Faculty of Mechanical Engineering will set additional course units consisting of 30 ECTS credits, depending on the intended field of doctoral study;
  • a study programme leading to a Master of Science degree. Study requirements totalling 60 ECTS credits are recognised for such candidates in a doctoral study programme;
  • a study programme leading to professions regulated by EU directives, or another integrated master's degree programme consisting of 300 ECTS credits.

Enrolment in the doctoral programme is also open to graduates of foreign universities. Selection criteria in the event of restricted enrolment:

In the event of there being more applicants for the programme than places available, the selection of candidates for enrolment in the doctoral study programme will be based on their success in previous studies, success in the written selection exam and any achievements in the scientific and expert field, in the following proportions:

  • grade point average (15%);
  • diploma or master’s thesis grade (5%) and
  • results of the written selection exam (80%).

The recommended prior knowledge involves completion of an academic or master’s (second-cycle) study in textile science, graphic or textile design.

Selection criteria in the event of restricted enrolment:

Candidates will be selected based on their success in undergraduate studies, as well as their scientific and expert achievements. Individual elements of selection will be evaluated in the following manner:

  • grade point average in previous study (grade x 10 points);
  • grade for the diploma thesis and its defence (grade x 3 points);
  • a research paper evaluated by the criteria of the Habilitation Commission of the University of Ljubljana – proportional allocation of points is taken into account ((2 to 8 points) x 2 points);
  • Prešeren Award bestowed by the University of Ljubljana – proportional allocation of points is taken into account (10 points);
  • Prešeren Award bestowed by the Faculty – proportional allocation of points is taken into account; if the same paper is submitted as a diploma thesis, only half of the envisaged points will be taken into account (6 points).

Selection criteria in the event of restricted enrolment:

If a decision is made to limit enrolment, candidates will be selected on the basis of the following criteria:

  • grade point average of completed study (45%),
  • grade of university diploma or master’s thesis (5%),
  • results of the selection exam (50%).

Candidates can substitute up to 50% of the selection exam grade with a grade from prior scientific and professional work in the field of the study programme.

Students will enrol in doctoral study programmes no later than by 30 September or, for legitimate reasons subject to the ruling by the competent body of the higher education institution, no later than by 30 October.
