Candidates are required to submit their application for enrolment in a doctoral programme available within the Call via the eVŠ web portal, which can be found at https://portal.evs.gov.si/prijava/?locale=en. The website also contains detailed instructions on how to complete the application form in Slovene and English.
Doctoral study programmes of the University of Ljubljana are open to all candidates, regardless of whether they have already completed their previous studies or not at the time of submitting their application. Although completing previous studies is not a requirement for application, it is a requirement for enrolment in a study programme. We advise candidates to submit their applications within the individual deadline if they expect to complete their studies before enrolling in the doctoral study programme. In such cases, candidates should send documents supporting their completion of studies and a grade-point average certificate by the deadline set by the relevant member faculty.
Candidates who would like to enrol in doctoral study programmes pursuant to the criteria in place for transitions/advancement to higher years, and candidates who have not completed their post-graduate/doctoral study programmes must also apply by the deadline stated for their respective study programme.
Candidates may submit their enrolment applications in three ways:
1. With a qualified digital certificate;
2. Without a qualified digital certificate (with a user name and password);
3. With an AAI-account.
An application will be considered timely if:
1) it is completed, furnished with an electronic signature and submitted with a qualified digital certificate to eVŠ by the end of the application deadline,
2) it is submitted to eVŠ with a username and password by the end of the application deadline, and
3) it is completed with an AAI-account and submitted to eVŠ by the end of the application deadline.
Candidates have to submit the required supplemental documents by the respective deadline by registered post or – in line with the Act Determining the Intervention Measures to Mitigate and Remedy the Consequences of the COVID-19 Epidemic – by e-mail to the address stated in the Call. Candidates who do not have a Slovenian personal registration number (EMŠO) must also submit a copy of an identity document (citizens of EU member states can submit a copy of their identity card or passport; non-EU citizens must submit a copy of their passport). In case the application documentation is incomplete, candidates will be contacted via the e-mail address stated in the application.

Candidates applying for enrolment with foreign certificates of education should submit, via the eVŠ portal, both their application to the Call, which is at the same time an application for the recognition of education qualifications for the purpose of further education, by means of which they prove that they meet the enrolment criteria.

Application deadlines differ from one study programme to another and are specified in the Call next to each doctoral study programme. Detailed explanations on admission requirements (compliance of previous education and other requirements) and any further information are available to candidates at the University of Ljubljana member institutions.
Candidates are to take special note of the requirement to complete any necessary additional obligations before enrolment in a study programme (pursuant to the admission requirements as stated next to the published doctoral programme).
The member institutions holding or coordinating doctoral programmes may decide in the application procedure, or after the expiry of the application deadline set next to each study programme in the Call for Enrolment, to publish additional application deadlines (if the places available have not yet been filled). Additional application deadlines are already published for some doctoral programmes in this Call, and any additional application deadlines for other doctoral programmes will be posted on the websites of the University of Ljubljana and the member institutions providing the doctoral study programmes in question.
Students can apply for enrolment in a higher year of a doctoral programme at the University of Ljubljana as per the Criteria for transfers between programmes or conditions for accelerated advancement.
The number of available places for enrolment in the 2nd year is limited by the number of students enrolled in the 1st year in the 2019/2020 academic year, the number of available places for enrolment in the 3rd year is limited by the number of students enrolled in the 2nd year in the 2019/2020 academic year, and the number of available places for enrolment in the 4th year is limited by the number of students enrolled in the 3rd year of the 2019/2020 academic year, unless otherwise specified for the individual study programme.
Candidates applying for enrolment in a higher year must also meet the conditions in place for enrolment in the first year of their chosen study programme. The year in which a candidate may enrol is determined by the member institution in the application and acceptance procedure regardless of the selected year marked by the candidate in their enrolment application. So a candidate may be reassigned for enrolment in the 1st year.
Candidates may receive further information on the conditions and procedures for enrolment in a higher year (as per the transfer or accelerated advancement criteria) at the doctoral studies office of the individual member institution. Contact addresses can be found under each study programme in the Call.
Candidates who intend to enrol directly in a higher study year of a doctoral programme are also required to register via the eVŠ web portal.

If the number of candidates meeting the enrolment criteria exceeds the number of places available, the candidates will be selected in line with the criteria determined by the study programme upon enrolment restriction.
Candidates will be informed of the results of the selection procedure in writing or by email to the e-address provided in the enrolment application.
Pursuant to the Rules on the call for enrolment and enrolment in higher education, students will enrol in doctoral study programmes no later than by 30 September 2020 or, for legitimate reasons subject to the ruling by the competent body of the higher education institution, no later than by 30 October 2020.
The exact enrolment dates will be published by the relevant University of Ljubljana members on their websites or will be communicated to the candidates directly.

Members providing doctoral programmes hold information days for enrolment in doctoral programmes at the University of Ljubljana. The dates of information days are updated daily on the website of the University of Ljubljana or on websites of individual members.
Foreign nationals (candidates who are not citizens of EU Member States) and Slovenians without Slovenian citizenship will, provided they meet general conditions, enrol pursuant to the provisions of the Rules on the call for enrolment and enrolment in higher education and the Rules on tuition fees and accommodation in student dormitories for Slovenian nationals without Slovenian citizenship and foreigners in the Republic of Slovenia.
