Call for enrolment into doctoral degree programmes
JOINT PART OF THE CALL FOR ENROLMENT INTO DOCTORAL STUDY PROGRAMMES OF THE UNIVERSITY OF LJUBLJANA IN THE 2023/2024 ACADEMIC YEAR

a) Application for enrolment

Candidates for enrolment in the advertised doctoral studies programmes should submit applications for enrolment electronically, using the eVŠ web portal.

Detailed instructions for completing an enrolment application are posted on the website https://portal.evs.gov.si/information-in-english.

Doctoral study programmes of the University of Ljubljana are open to all candidates, regardless of whether they have already completed their previous studies or not at the time of submitting their application. Although completing previous studies is not a requirement for submitting an application, it is a requirement for enrolment in a study programme. We advise candidates to submit their applications within the individual deadline if they expect to complete their studies before enrolment is completed.

Candidates who would like to enrol in doctoral study programmes under the criteria in place for transitions/advancement to higher years, and candidates who have not completed their post-graduate/doctoral study programmes must also submit electronic applications via the eVŠ web portal by the deadline stated for their respective study programme.

An application signed electronically and/or submitted by the application deadline on the eVŠ site is considered to be submitted in due time.

After successfully submitting an application, the candidate receives confirmation of a successfully submitted application at the email address stated in the application. If the candidate receives no confirmation, the application was not successfully submitted. We ask candidates to monitor also their spam email folders.

By submitting the application form the candidate guarantees the truthfulness of the information stated in the enrolment application. 

b) Submission of attachments to applications for the call for enrolment

 

Candidates should upload all the required supporting documents for their application on the eVŠ web portal. Scanned documents or photographs of original certificates and other required documents and supporting material are valid as evidence of meeting the admission requirements in the application and admission procedure. All supporting documents on the completion of studies and other required evidence and attachments should be submitted at the same time as the enrolment application, or subsequently in accordance with the instructions and deadlines in this call or in accordance with the notifications that candidates receive from the UL member faculty.

Candidates should take careful note of the final day for electronic submission of attachments to their applications, since after that date attachments can no longer be submitted. Candidates should not send attachments by ordinary mail - all supporting documents required for the application should be uploaded via the eVŠ web portal. Detailed instruction for submitting attachments on the eVŠ web portal are posted at: https://portal.evs.gov.si/information-in-english .

Each candidate may submit a maximum of three attachments per upload, and the size of an individual attachment may not exceed 5 MB. Candidates have the duty to monitor the email address stated in their enrolment applications, and the eVŠ web portal, since communication and possible requests for supplementing applications are conducted in this way. Candidates must themselves ensure the validity of the email address given in their applications.


Candidates with incomplete applications or documentation for recognition of education will be notified electronically of any request and deadline for supplementing their applications via the eVŠ web portal or the email address stated in the application on the eVŠ site. Applications not supplemented by the deadline in accordance with the request for supplementation will be rejected.


In case the proposed Act Amending the Higher Education Act enters into force, requests and other documents will not be sent to candidates by the postal service,[1] but will be delivered to them exclusively in electronic form via the eVŠ web portal. In this case decisions shall be deemed to be delivered to the candidate on the second working day after the day of posting the decision on the eVŠ site.

In case of sending items by ordinary mail3, documents shall be deemed to be delivered to the candidate on the fifth working day after posting.


Candidates can obtain detailed information on the evidence required for their enrolment application and for recognition of their education for the purpose of further education when they log in to the eVŠ site and from the contact addresses stated in the individual doctoral programmes.

 

[1] The postal service makes deliveries in accordance with its rules for which the University and the ministry competent for higher education may not be held liable.

At the first level support is provided to applicants via the EKC (Single Contact Centre of the state administration):

For content-related questions in relation to the call for enrolment, candidates can approach the competent administrative offices or contact addresses, which are provided with each individual doctoral programme in the call together with the deadlines for application published in the second part of the call.

c) Candidates with foreign certificates of education

Candidates who demonstrate the fulfilment of the admission requirements with foreign certificates of education are informed that their evidence of completing education is subject to recognition under the Assessment and Recognition of Education Act (Official Gazette of the Republic of Slovenia, No. 87/11, 97/11 – corrigendum and 109/12, hereinafter the ZVPI).
An electronic application for enrolment submitted by candidates with foreign education certificates (serving as evidence of fulfilling the admission requirements), together with the required supporting documents on the eVŠ web portal, should include an application for the recognition of foreign education for the purpose of continuing education at the University of Ljubljana.

The list of required evidence may differ depending on the country of origin of the education certificate, so we recommend that regarding the detailed list of documents and information related to the procedure candidates enquire in advance from the authorised persons at the university member faculties or the contact addresses stated in the individual doctoral studies programmes. Candidates can attach to their application an e-copy or photograph of a personal identity document[1] on the basis of written consent as follows:

‒ citizens of EU Member States: personal ID or passport (page showing the candidate’s personal data, including name, surname, date and place of birth and citizenship),

‒ foreign citizens of non-EU Member States: passport (page showing the candidate’s personal data, including name, surname, date and place of birth and citizenship).

The procedures will process and consider only those applications/submissions for recognition of foreign education submitted via the eVŠ site by the end of the application period or in accordance with the instructions and deadlines given in this call. Candidates who submit an incomplete enrolment application or application for recognition of education for the purpose of continuing their education will additionally be individually notified of any request and deadline for supplementing their applications in writing or via the eVŠ site.

Candidates should upload the required evidence on the eVŠ site by the deadline for supplementation. Later supplementation and changes will not be possible. Documents will be deemed to be submitted in due time if they are sent by registered post no later than on the day the supplementation deadline falls.

Note:

The deadline for issuing a recognition decision in accordance with the ZVPI is two months from the receipt of a complete application.

Candidates must abide by the deadlines set for the submission of evidence of fulfilling the enrolment conditions in the application and admission procedure. Applications not supplemented by the deadline in accordance with the request for supplementation will be rejected and the applications will not be included in the selection process.

The procedure must be concluded before enrolment in a doctoral study programme, so candidates must submit all documentation in due time.

 

[1] Attachment not obligatory. If the higher education institution needs to access a personal identity document to determine the identity and citizenship of an individual, it will specifically request this. The competent authority of the higher education institution is bound to obtain and verify evidence necessary for enrolment applications and recognition of education for the purpose of further education, as laid down in the regulations governing evidence of fulfilment of the enrolment conditions and documentation that must be attached to applications for the recognition of education.

d) Application deadlines

Application deadlines differ from one study programme to another and are specified in the call next to each doctoral study programme. Detailed explanations on admission requirements (compliance of previous education and other requirements) and any further information are available to candidates at the University of Ljubljana member faculties or at the contact address given alongside each study programme in the call.

e) Additional application deadlines

The member faculties providing or coordinating doctoral programmes may decide in the application procedure, or after the expiry of the application deadline set next to each study programme in the call for enrolment, to publish additional application deadlines (if the places available have not yet been filled). Additional application deadlines are already published for some doctoral programmes in this call, and any additional application deadlines for other doctoral programmes will be posted subsequently on the websites of the University of Ljubljana and the member faculties providing the doctoral programmes in question.


f) Applications for enrolment in a higher year

Students can apply for enrolment in a higher year of a doctoral programme at the University of Ljubljana as per the Criteria for transfers between programmes or conditions for accelerated advancement.

Candidates who intend to enrol directly in a higher study year of a doctoral programme are also required to register via the eVŠ web portal and indicate their enrolment in the higher year as appropriate.

The number of available places for enrolment in the 2nd year is limited by the number of students enrolled in the 1st year in the 2022/2023 academic year, the number of available places for enrolment in the 3rd year is limited by the number of students enrolled in the 2nd year in the 2022/2023 academic year, and the number of available places for enrolment in the
4th year is limited by the number of students enrolled in the 3rd year of the 2022/2023 academic year, unless otherwise specified for the individual study programme. The number of available places under the criteria for transfers is set out in the table annexed to the call. If there is no specific indication of advertised places under the criteria for transfers, please consult regarding the possibilities at the UL member faculty providing the specific study programme.

Candidates applying for enrolment in a higher year must also meet the conditions in place for enrolment in the first year of their chosen study programme. The year in which a candidate may enrol is determined by the member faculty in the application and admission procedure regardless of the selected year marked by the candidate in their enrolment application. This means that the procedure may determine that a candidate meets the conditions for enrolment in the 1st year but not in the indicated higher year.

Candidates may obtain information on the conditions and procedures for enrolment in a higher year (as per the transfer or accelerated advancement criteria) at the doctoral studies office of the individual member faculty. Contact addresses can be found alongside each study programme in the call.

g) Selection of candidates

Enrolment in doctoral study programmes is open to candidates who have attained at least a secondary level of education as defined by the Higher Education Act, or an equivalent or higher level attained under the previous regulations in Slovenia or attained abroad.

Candidates must fulfil other enrolment conditions stated separately for each study programme.

If the number of candidates meeting the enrolment criteria exceeds the number of places available, the candidates will be selected in accordance with the criteria determined for the study programme upon any enrolment restriction.

Candidates will be notified of the results of the selection process in writing or on the eVŠ site (candidates can access the decision on the result of the selection process at the link https://portal.evs.gov.si/prijava/ using their user account). A document will be deemed to have been delivered to a candidate on the second working day after publication on the eVŠ site or on the fifth working day in the case of ordinary mail.

Candidates are to take special note of the requirement to complete any necessary additional obligations before enrolment in a study programme (pursuant to the admission requirements as stated next to the published doctoral programme).

h) Enrolment deadlines

Pursuant to the Rules on the call for enrolment and enrolment in higher education, students will enrol in doctoral study programmes no later than by 30 September or, for legitimate reasons subject to a ruling by the competent body of the higher education institution, no later than by 30 October.

The exact enrolment dates will be published by the relevant University of Ljubljana member faculties on their websites or will be communicated to the candidates directly.

i) Tuition fees, study price lists

Tuition fees and other costs for enrolment in doctoral programmes at the University of Ljubljana are published in the Price list for student services.

j) Information days

Member faculties and academies providing doctoral programmes hold information days for enrolment in doctoral programmes at the University of Ljubljana. The dates of information days will be published on the website of the University of Ljubljana https://www.uni-lj.si/doktorska_sola/informativni-dnevi or on websites of individual member faculties if they had not already been included in the call for individual doctoral study programmes.

k) Information for international students

Foreign nationals (candidates who are not citizens of EU Member States) and Slovenians without Slovenian citizenship will, provided they meet the general conditions, enrol pursuant to the provisions of the Rules on the call for enrolment and enrolment in higher education and the Rules on tuition fees and accommodation in public student dormitories for Slovenian nationals without Slovenian citizenship and foreigners in the Republic of Slovenia.

Citizens of EU Member States and those of non-EU countries who have permanent residence in Slovenia and are themselves or have at least one parent or guardian that is a resident of the Republic of Slovenia for tax purposes, and persons granted international protection in accordance with the International Protection Act (Official Gazette of the Republic of Slovenia No. 16/17 and 54/21) should apply for places advertised jointly for Slovenian citizens and citizens of EU Member States that are published in the call for enrolment and in a manner and within the deadlines stated for the individual study programme. Evidence of the status of a person granted international protection and of those requesting international protection and temporary protection for displaced persons will be obtained by the member faculty providing the doctoral programme ex officio from the competent authority (Slovenian Ministry of the Interior).

Doctoral study programmes are provided in Slovenian, and in the case of foreign candidates also in English. The stated conditions for enrolment in doctoral study programmes in terms of linguistic knowledge mean that candidates who have completed study programmes whereby they fulfil the conditions for enrolment in a doctoral programme should have a comparable knowledge of Slovenian or English at least at level B2. Candidates are therefore expected to have a command of Slovenian and English at a level that ensures a basis for them to be able to complete their study requirements.

 lStatus of candidate with special needs and status of candidate with special status in the application and admission procedure

Candidates who wish to request special status in the application and admission procedure for enrolment in the 2023/2024 academic year, may together with the enrolment application submit on the eVŠ site an application granting the status of candidate with special needs or special status, in accordance with the Rules on students with special needs and special status at the University of Ljubljana, published on the UL website.


The following must be attached to the enrolment application:

-          an individual request on the form Application for granting status, published on the online link and

-          attachments to the application for granting status (relevant evidence and documents), as specified in the Rules on students with special needs and special status at the University of Ljubljana

The status of candidate with special needs and status of candidate with special status may be granted to candidates for whom a reason for granting such status existed during the period of second-cycle study or integrated master’s programme.

The granting of status is decided by the competent body of the member faculty, and in the case of interdisciplinary programmes possibly also by another competent body that the member faculty senate authorises to make decisions in this procedure. The adopted decision applies only to the application and admission procedure under this call.
