The Rule of Law, a cornerstone value of the European Union, is increasingly understood not merely as a principle governing public institutions but as a broader concept that encompasses both public and private spheres, including states, corporations, and also hybrid entities like standard setters. This evolving interpretation arises from a recognition that threats to the Rule of Law can stem from any form of arbitrary power, not just state action. The ACROSS Module aims to foster a comprehensive understanding of these threats, emphasizing that they may originate not only from public actors but also from private and hybrid entities.
