Marko Pavliha is an internationally recognised legal expert, essayist and university professor as well as a former Minister of Transport, Deputy Speaker of Parliament and Member of the European Parliament.

Marko Pavliha studied law at the University of Ljubljana, in Split and in Montreal at the renowned McGill University, where he also obtained his doctorate. He studied in London, Paris and Munich. He gained experience in business (General Navigation, Kompas, Sava Reinsurance, Pool for Insurance and Reinsurance of Nuclear Hazards) and law (Montreal office of Marler, Sproule, Castonguay). Today he is a university professor at the Faculty of Maritime Affairs and Transport at the University of Ljubljana, where he has held a number of positions. He was vice dean, Head of department, senator, member of the ethics committee... In 2004, he was elected to the government and later to the National Assembly. In addition to the UL FPP, he is a regular lecturer at the Institute of International Maritime Law in Malta.

He is the initiator of the Euro-Mediterranean University (EMUNI), which brings together some 200 higher education institutions from more than 50 countries. He is a member of numerous national and international committees and professional associations. He is the author of hundreds of articles, debates, papers, 41 books and has contributed to the drafting of most national transport and insurance regulations. He has received numerous awards for his work, including the "Lawyer of the Year 2001" award for his monographs Transport Law and Insurance Law. As part of the Ius Software campaign, he was voted one of the ten most influential Slovenian lawyers seventeen times. He received the award on the occasion of the 60th anniversary of the UL FPP for the promotion of the faculty in the national and international environment. Recently, he has also established himself as one of the legal essayists who occasionally writes for Delo, Vzgojo, Legal Practice and other newspapers, magazines and media.
