Secretary general

Rebeka Koncilja Žgalin holds a Master of Arts (M.A.) degree in Business Administration and has extensive leadership experience in higher education, scientific research and public administration. From October 2023 to June 2026, she served as Secretary General at the Ministry of Higher Education, Science and Innovation, prior to which she held the position of Acting Secretary General from January 2023. She also served as Acting Secretary General at the then Ministry of Education, Science and Sport from June 2022 to January 2023. Before entering public administration in 2022, she spent over two decades at the School of Economics and Business of the University of Ljubljana (UL SEB), most recently as Head of the Scientific Research Unit from 2009 to 2022. Alongside her role at the UL SEB, she was the Director of the Centre of Excellence for Biosensors, Instrumentation and Process Control (CO BIK) from 2009 to 2014. During her time at the UL SEB, she actively contributed to the institution's governance and quality assurance as a member of the Board of Directors (2011–2013), the Quality Committee (2011–2019), and the Human Resources and Habilitation Committee (2017–2019). In recognition of her work, she received a University of Ljubljana Award in December 2021. She was appointed Secretary General of the University of Ljubljana on 1 July 2026 for a six-year term.
