A student is a person enrolled at the University and pursuing a course of education under a programme in the first, second or third cycle. The status of student is demonstrated by a University student ID card, which is a public document (first and second paragraphs, Article 93 of the UL Statutes).

A student in a first-cycle or integrated master’s course of study may enrol in parallel in another study programme after successfully completing the first year, provided they meet the conditions for enrolment in parallel study. Enrolment in parallel study (first-cycle or integrated master’s programme) is not possible after completion of the final year or during an additional year (graduand).

Students of second or third-cycle programmes may enrol in parallel study without restriction.

Parallel study means simultaneous study at least under two study programmes at the University of Ljubljana. In the case of studying at another university, this is not considered to be parallel study.

Enrolment in parallel study (first-cycle or integrated master’s programme) is not possible after completion of the final year or during an additional year (graduand).

A student in a second-cycle programme may enrol in parallel study without restriction. In order to enrol in a first-cycle programme the student needs to provide evidence of meeting the enrolment requirements.

Students in the first or second cycle may enrol in full-time parallel study without the requirement to pay for tuition, if they have not yet attained the equivalent level of education. Tuition fees are paid in accordance with the Rules on Fees and Cost Assessment at the University of Ljubljana. 

Following first and second-cycle study programmes, students enrolled in parallel full-time study are not charged for tuition if they are enrolled in a study programme under which they attain an education level that matches at least the level of education obtained under the parallel study programme (paragraph 5, Article 77 of the Higher Education Act).

The status of student is retained for as long as the student is enrolled in (at least) one year or an additional year of a study programme. Since parallel study involves two entirely separate study programmes, the student enjoys all the rights stemming from the status of student in both programmes. Even if the student ceases studies in one programme, while they continue normally with the other one they retain the status of student for the other one.

The same applies if the primary study programme is completed but the parallel study has yet to be completed. 

The student may also opt to quit one study programme and complete just the other one (irrespective of which one was originally the ‘primary’ study programme).

This is defined by the Rules on Fees and Cost Assessment at the University of Ljubljana. The Rules are adopted each year by the Governing Board of the University of Ljubljana.

The status of student is valid until the end of the academic year (up until 30 September). After completion of studies in the first or second cycle, a student may also cancel their status of student.

In the third cycle, student status ceases upon completion of studies or one year after the conclusion of the final semester of the study programme (third paragraph, Article 93 of the UL Statutes).

In accordance with Article 70 of the Higher Education Act, the status of student expires if the student cancels their enrolment in the study programme. This means that on the day of cancelling enrolment the student loses the status of student and the pertaining rights (such as insurance, subsidised food, work via the student service and more). A student also loses the status of student on the day of their expulsion.

However, a student who re-enrols in another study programme prior to the end of the academic year will retain the status of student (paragraph 5, Article 70 of the Higher Education Act). In this case the student must cancel enrolment only when they receive a decision on the result of the selection process whereby they have been accepted into a new study programme.

A student can only enrol in a new study programme in the first or second cycle when they have cancelled their enrolment in a previous programme. In accordance with paragraph 5, Article 70 of the Higher Education Act, a student retains the status of student if they cancel enrolment in a study programme in order to re-enrol in a new programme. The provisions on the refunding of paid tuition fees are set out in the Rules on Fees and Cost Assessment at the University of Ljubljana. Generally a student is required to pay for a portion of tuition when they cancel enrolment before the conclusion of the academic year, as follows: 10% of the contractual tuition fees if the student cancels enrolment irrevocably by 31 October of the current year or within 15 days of concluding the contract or 55% of the contractual tuition fees for the year in which they are enrolled, if they cancel enrolment irrevocably by the end of the first semester.

In accordance with Article 40 of the Higher Education Act, a student who cancels enrolment after their first enrolment in the first year of a study programme by 15 October in the academic year in which they are enrolled, is deemed not to have enrolled in that study programme.

For the precise provision regarding refunding of tuition fees, students should refer to the Rules on Fees and Cost Assessment at the University of Ljubljana as valid for the relevant academic year, or contact the office at the member faculty.

The status of student does not terminate upon employment. Certain rights related to the status of student cease to be in effect upon employment (such as subsidised food, transport and living in student accommodation).

Faculties and academies shall lay down in their rules the conditions for changing the mode of study.

Enrolling in a higher year of another study programme means that a student has exercised the right to change their study programme or main course of study.

This is also indicated in the second paragraph of Article 70 of the Higher Education Act: “Notwithstanding the fourth indent of the preceding paragraph (- if the student does not complete a study programme in the first or second cycle within 12 months of the end of the final semester), the status of student ceases upon the conclusion of the final semester if during the period of study they have repeated a year or changed their study programme or main course of study.

This is progression to a higher year without intervening breaks and without repeating a year. It also includes fast-track progression and extending status for justified reasons.

Yes (within a period of two years).

The UL Statutes allow students to complete the requirements within a further two years without the need to specifically request this, so according to the rights of completing academic requirements that can be exercised at UL, these students are equal to students who have not suspended their studies.

Persons who have paid the tuition fees and lost the status of student are subject to the provisions of Article 21 of the Rules on Fees and Cost Assessment at the University of Ljubljana for the 2023/2024 academic year (hereinafter: the Rules). All students in the first and second cycle, irrespective of whether they have paid the tuition fees, must pay for the 4th and 5th sitting of exams. In the time permitted for completing the requirements (two years), as regards their studies they may therefore arrive at a situation completely equal to that of students who did not suspend their studies:

• they complete all requirements for progressing to a higher year,
• they meet the conditions for extraordinary enrolment in a higher year,
• they meet the conditions for repeating a year, if the programme has such conditions.

During the period of completing the requirements the student may therefore exercise the same rights relating to studies that are exercised by students who have not suspended their studies, including the right to repeat a year, provided they have not yet repeated or switched their study programme.

By paying the tuition fees for the year the student covers all the academic requirements for the year in which they are enrolled and for which they have paid for tuition, and for a maximum of three chances to take each exam or a maximum of two chances to take exams in doctoral studies. A person who has paid for tuition and lost their status of student is subject to the provisions of Article 21 of the Rules.

A student may have their status of student extended for justified reasons (paragraph 3, Article 70 of the Higher Education Act), if:

• they fail to graduate in a first- or second-cycle study programme within 12 months of the end of the final semester,
• the student fails to complete studies in an integrated master’s study programme within 12 months of the end of the final semester,
• during the programme they do not enrol in the next year or semester.

Justified reasons (second paragraph of Article 126 of the UL Statutes) include: extended illness, exceptional family and social circumstances, parenthood and status of special needs student or special status. For international students in their first year of study for whom Slovenian is not their first language, learning Slovenian may be given as a justified reason.

The status of student may also be extended for justified reasons in the final year of study and also during an additional year; this applies to all three levels of study and also to integrated master’s programmes.

The status of student may be extended for justified reasons only if in the preceding year (or the year when the application for extension is submitted) the student did not suspend studies.

The status of student can be extended only once and at most for one academic year.

Student mothers who give birth during their studies, and students who become fathers during their studies, have the right to extend their student status for one year for each child born.

Under Article 70 of the Higher Education Act the status of student with special needs or status of student with special status may be given as justified reasons. The status of student can be extended for justified reasons only once and at most for one academic year.

Student mothers who give birth during their studies, and students who become fathers during their studies, have the right to extend their student status for one year for each child born. In order to claim extension of student status due to parenthood, the student must become a parent during the time when they have the ‘active’ status of student (during the birth of their child they may not suspend their studies).

Rule: claiming maternity/fatherhood only directly after the academic year of the birth of the child.

Exception: only in the second academic year after the birth of the child, taking account of the time of birth and already completed requirements for enrolment in a higher year, example: in the 2016/2017 academic year, exactly in the month of August or September, the student mother gives birth. Since she has completed all requirements for enrolment in a higher year, in the 2017/2018 academic year she enrols in the second year of the first cycle. She is then enabled to extend her status in the 2018/2019 academic year.

The status of student may also be extended due to fatherhood/maternity in the final year of study and also during an additional year; this applies to all three levels of study and also to integrated master’s programmes.

Twins: The student’s status may be extended for two years. The student may exercise this right or not. This means that the student can complete all requirements in the first extension of the year and not exercise or not wish to exercise the second extension.

The right may also be exercised at the same time by both the female student (mother) and male student (father), i.e. both parents, independently of each other.

Yes, but they must pay the tuition fees (paragraph 6, Article 77 of the Higher Education Act). For all information regarding enrolment after cancelling enrolment the student can contact the member faculty at which they cancelled enrolment.
