The procedure for the recognition of foreign education begins with the application for enrolment at the University of Ljubljana. For applicants with a foreign qualification, the application form also serves as an application for recognition of education for the purpose of continuing education. This procedure is conducted by an authorised person at the university to which the applicant is applying to study under their first preference.

Instructions for completing the application and detailed information on the supporting documents that applicants are required to submit in order to enrol in the first year of undergraduate and integrated master’s study programmes are available on the eVŠ portal – Application for enrolment.

Recognition procedure

The following supporting documents are required for the procedure of recognition of foreign education for the purpose of continuing studies, and for enrolment in the first year of undergraduate and integrated master’s study programmes at the University of Ljubljana:

  1. An electronic copy or photograph of the document(s) certifying the completion of education abroad for which the applicant wishes to be considered in the application and admission procedure, without legal certification. The authenticity of the copy of the educational certificate will be verified by the higher education institution with the issuer of the original document. If the higher education institution is unable to confirm the authenticity of the educational certificate, applicants will be asked to send the original document(s) showing that they have completed their education abroad, which must be legally certified in accordance with the rules and regulations of the country of origin.

    Requirements for legal certification by country of origin of the educational certificate(s):
    • Legal certification is not required: Austria, Bulgaria, Bosnia and Herzegovina, Croatia, Czech Republic, France, Greece, Hungary, Romania, North Macedonia and Serbia.
    • Apostille stamp: countries signatory to the Hague Convention, authorities responsible for legal certification.
    • Legal certification under the Act on the Verification of Documents in International Traffic: all other countries. Under the Act, the educational certificate is verified in accordance with the rules of the foreign country, including the Ministry of Foreign Affairs. The stamp and signature of the authorised person of the Ministry of Foreign Affairs of the foreign country must then be verified by the diplomatic or consular mission of the Republic of Slovenia in the foreign country, which is accredited for that country or by the Ministry of Foreign Affairs of the Republic of Slovenia.
  2. An electronic copy or photograph of a court-certified translation into Slovenian or English of the educational certificate referred to in point 1. If the applicant is required to provide a translation of the educational certificate, they will be asked to do so at a later date via the eVŠ portal.
  3. An electronic copy or photograph of the supporting document(s) proving the content and duration of education and the obligations fulfilled during the course of the education. If the applicant is required to provide a translation of the supporting document(s), they will be asked to do so at a later date via the eVŠ portal.
  4. An electronic copy or photograph of a brief chronological record of the education relevant to the application procedure for enrolment and recognition of foreign education. This should include a few sentences on the applicant’s previous education, indicating the years of their education.

Evaluation procedure

The Higher Education Application and Information Service evaluates the student’s academic performance and the grades obtained in secondary education for study programmes with admission restrictions. It takes into account the grading scales of foreign secondary education systems and the Rules for evaluating secondary school grades from foreign certificates (Annex 5).
