The Student Ombudsman is an independent and impartial person at the University of Ljubljana who promotes a fair, inclusive, and safe academic environment. She provides support to students of University of Ljubljana and to staff, primarily in matters related to students with special needs.

How the Student Ombudsman can help

Support for students 

You can contact the Student Ombudsman if you have problems, doubts, or feel that your rights are not being respected, or if you need support in ensuring an inclusive study environment. She assists with adaptations due to special needs or personal circumstances, with applying for special needs student status/special status, with understanding legislation and regulations, and with resolving study-related problems and conflicts – including cases where approved adaptations are not properly implemented. She operates in an informal, confidential, and impartial manner and mediates between parties to jointly find solutions and prevent further complications. 

Support for staff working with students with special needs 

She provides support to UL staff working with students, especially those with special needs or other circumstances affecting their studies. She advises on adaptations, legislation, the UL Statute, and regulations, and helps find solutions. She assists with examining problems and exploring options for resolving complaints, aiming to prevent them from escalating.

Principles and way of working

  • She offers informal and, if desired, anonymous counselling where students and staff can obtain information and discuss dilemmas without obligation to pursue further procedures. 
  • She works independently and autonomously. 
  • She handles matters objectively and impartially. 
  • She treats obtained information confidentially, except where required by law or explicitly permitted by the individual. 
  • She offers informal dispute resolution options. 
  • Her role is advisory and mediatory. 
  • She strives to create a safe, confidential, and supportive space for all involved. 
  • Participation in procedures she leads is voluntary. 

What the Student Ombudsman cannot do

The Student Ombudsman is not the official point for submitting formal complaints or notifications to UL member faculties (she can direct individuals to the appropriate official channels), does not make binding decisions or implement formal measures, does not participate in formal procedures as legal representative or witness, and does not represent any party in a dispute. Her role remains advisory, neutral, and impartial, with the aim of fair treatment for all involved. 

Collaboration and role

The Ombudsman closely collaborates with the UL Commission for Student Affairs and the Psychosocial counselling service. She reports annually on her work to the UL Senate and in the University of Ljubljana's annual report, always ensuring the confidentiality of cases. 

She collects and analyses feedback from students to improve services, promotes systemic improvements and policy development for fairness and inclusion, participates in preventive activities (training, workshops, information sessions) to strengthen fairness and constructive conflict resolution, and submits proposals to the University of Ljubljana to remove barriers in physical, digital, and communication accessibility of the study environment for all students.
