The position we are recruiting for is in a shared assignment between the Executive Office (EXO) and the Information and Communication Technology (ICT) unit. The selected candidate will report to the Strategic planning and performance management team leader within the EXO unit and the head of the Service delivery sector within the ICT unit. The role is dedicated to achieving alignment between business and IT strategies, as well as driving organisational transformation, by developing and managing enterprise-wide capabilities that support long-term business objectives. Its overall purpose is to enable the organisation to achieve sustainable growth, agility and efficiency through strategic capability planning and execution.

Key aspects include:

  • Strategic capability planning: Defining and prioritising business capabilities that align with the EUDA’s vision, ensuring resources and processes are optimised to deliver strategic outcomes.
  • Organisational transformation: Guiding enterprise-wide change initiatives to enhance operational efficiency, foster innovation and adapt to evolving demands, balancing organisational needs with ICT and security requirements.
  • Enterprise architecture (EA) enablement: Translate organisational policies and strategic directives into capability roadmaps and actionable architectural blueprints, detailed, practical models or diagrams that guide the implementation of strategic business and IT initiatives.
  • Holistic framework development: Developing integrated capability frameworks, policies and procedures through business capability mapping to align people, processes, systems and technology with strategic objectives.

Eligibility requirements

  • Be a national of one of the Member States of the European Union, Norway or Türkiye.
  • Have fulfilled any obligations imposed by the laws concerning military service, if applicable.
  • Produce the appropriate character references as to the suitability for the performance of the required duties.
  • Be physically fit to perform the duties of the post.
  • A level of education which corresponds to completed university studies of at least three years attested by a diploma.
  • Have at least three years of relevant professional experience starting with the first position occupied after the completion of the diploma or certificate required for admission to this selection procedure, as mentioned above.
  • Possess a thorough knowledge (mother tongue or minimum level C1) of one of the official languages of the European Union and a proven satisfactory knowledge (minimum level B2) of another of these languages to the extent necessary for the performance of the required duties.

Essential requirements

  • Proven experience defining, assessing and evolving business capabilities using EA modelling languages (e.g. ArchiMate, UML) and tools like ARIS, Alfabet, or similar, aligning with strategic/policy objectives in complex/regulated environments.
  • Proven experience designing frameworks that integrate business capabilities with ICT systems, governance and metrics, and guiding enterprise-wide transformation, aligning capabilities, processes and technologies (e.g. cloud, AI, IoT) to new operating models, leveraging solution architecture for scalable, secure digital solutions.
  • Proven experience collaborating with internal stakeholders at different levels and cross-functional teams to co-create strategic outcomes, translating technical requirements into business solutions.
  • Proven experience establishing and managing architecture governance structures using standards (e.g. TOGAF, ITIL, COBIT or similar) and compliance frameworks (e.g. EUDPR, ISO 27001 or similar) to ensure alignment with strategic objectives and risk mitigation.
  • Proficiency in EA tools (e.g. ARIS, Alfabet or similar) for modelling capabilities, process maps and governance dashboards.
